Just for the record, is the money coming from personal or town funds?

Also how are things like sticky threads, colored names, and becoming mayor prizes? Was this an officially sanctioned event?

Only if it was prearranged with Catspaw, which is what I was asking. If it was an official event in that way that's cool, I just didn't get indication of that before; it seemed like something you were just doing yourself for some fun.

That doesn't immediately ring a bell, I only know of events being 'paid' by adding admin cash not using a pool of existing ToO money that's been previously gathered. Other than individually managed games like the Football Pool and such.
