Chome OS aka Chromium is not out for public use yet. The Tech Website "gdgt" has made available a download of Chrome OS. It's an image file used for VMWare. Chome OS Download

No, Chrome OS can not be used on Vista because Chrome OS is an operating system just like Vista and Windows XP and MacOSX but it can be likely be dual booted so you can run both Chrome OS and Vista on the same computer.

Chrome, Firefox when I'm developing websites, random versions of Internet Explorer when I'm testing websites.
Vista Home Premium.
Pidgen. Supports all the goodies (Facebook, Gtalk, MSN, Y!IM, etc), plus social networking and email integration (think IM + twitter + gmail = awesomeness).

EDIT: Typed Pidgen, meant Digsby. Oops. :P
