I cannot answer your question from experience, for in my long life, I have never been in love with a girl

Sure, I've had feelings for them, but I've never been able to act on them. I've always put my career first.

But if you truly like a girl, don't let it get in the way of being friends with her first. You must build a relationship on a solid foundation and get to know this person inside and out.

Are you in love with what the girl
actually is? Or have you built her up in your head because you can't stop thinking about her? If you can befriend this girl and get to know her, the
real her and not the fictional one, you
will find your opportunity to tell her how you feel. But girls can be frightened off too... look for signs in the way she looks at you or speaks of you.

If you know deep down she will never truly feel the same way, you must move on.
But again, I'm no expert in the ways of love. My family (in particular my brother and I) never got to experience feelings such as that.
