It is visible for newbies. In fact, this is one of the first threads I found when I joined. The description of the City Hall forum is: If you're new, this is the place to come! or something like that.

Hm, I guess that would be a good topic to have. Considering this is more for already active users saying they're going on vacation or something, and also saying they're back.

It seems to me like people say they're going and coming too much. It would make sense to post "Hey, I'm going on vacation for a week! Bye!", but it seems to me like most posts now are "Hey, I'm going to be gone tomorrow unless I find wifi because I'm addicted! Bye!"...
