Oh...I thought it was 202... or something. I get it now though.
Can I propose 2 rules at a time?
#301: It costs 5 points to make a proposal.
#302: A player can take out a loan from a fellow player, at an interest rate of their choosing, or take out a loan from the bank. Bank loans will have 5% interest. All interest will take place after one round of turns [I'm not sure of the exact terminology, but I mean to say that the amount to be repayed will increase by the interest rate once every round of turns]. The person who played directly before the player requesting a loan will be in charge of keeping track of the loan, and making sure the player pays it back.

Okay, so forget 302, let's just stick with 301. Since loans among players are not prohibited by the rules, they are allowed. (116)
I propose to make this rule:

Remember, there is a penalty if your proposal doesn't pass, and because no rule has been made to say otherwise, you have to make one proposal per turn.

#301: Every turn, each players points increase by 10%.
And would that be called #301, or number #305?

-90, because it's an increase of 10%. If it were an
addition of %10 it would be -110.

I feel a need to vote "Nay," because of the confusion when taking into account negative numbers. And, whenever I read your proposal, it seems as if you want to give every player an extra 10%, every time a rule is proposed.

Then the bill passes. The score is now:
Ric: -4.5 (-5 + 10%) + 10.5 ((305 - 291) * 3/4) = 6
Minichef: -1.8 (it is a non-integer because rule 305 says nothing about rounding)
Monty: 13.2 + 10 (per rule 204) = 23.2
Moontide: -2.7
