I was thinking about this old thread because of the new Mario movie coming out, looked up this movie again to refresh on the details, and noticed some new information: A fan project had been working on remastering this in 4K for a while now and it was finished and released just a few months ago! They also made an English subtitle track.

This is actually an amazing thing. The movie was never released globally so outside of Japan the only viewing option was old VHS footage that floated around online. But a surviving 16mm film reel was recently discovered and released, restored, and then upscaled. (film scan)

An English dub is now in the works for this remastered footage. There was a prior fan dub done over a washed out VHS version many years back but it's infamous for having some bizarre vocal performances. (link)
