A built in webcam would have cost me $20 extra so I opted out and asked for one for my birthday. I got my computer for $700 so I can't complain.

I always have trouble with questions like this. Before Skype can do anything it must be loaded on to your computer then a make a user name name for yourself. You can give people this user name so they can find you or they can give you theirs so you can find them. When you find a friend on Skype share contact information with them so you can IM, voice chat or video call.

You can't video call without a webcam. But you can still IM and voice chat.
