No, there was never anything on the show about that. Several months ago I just mentioned a plot from my own imagination about this subject. It's just me, not them.
This is what I think should happen. Billy has become a Christian off the show and is now about to graduate from college with a ministerial degree. He's doing his internship as a youth pastor at Odyssey Community Church. He and Connie get in contact again as good friends. He's a little younger than Connie, so she doesn't consider him seriously. Later they fall in love. He graduates and becomes full-time youth/assistant pastor at O.C.C. Connie and he marry. Connie still works part-time at Whit's End and works alongside her husband at the church. I think Connie works much better being married to a minister than an F.B.I. agent.
I guess I always suspected Jack Davis would marry Connie.
But then their was that whole Lucy thing...
Nick Mulligan could marry Connie.
So could Wooton.
Edwin Blackgaard seems single.
I've never heard of a Mrs. Cryan Brian Dern.
And, hey, let's not rule out Jason Whittaker here

I think the point was to finally answer the question of who was Blackgaard talking to on the phone way back when he was trying to steal applesauce. I think the scene happened in The Nemesis (may have been The Battle), anyways Regis was talking on the phone to somebody and from the conversation it sounded like it could have been his boss. I'm not sure about anyone else but I've always wondered who that was and in my mind I think that it was the Whisperer, although I don't see how he could talk to Regis like the unknown person from the Nemesis was, the Whisperer just doesn't seem like much of a villain.

Yes, I know The Whisperer didn't seem like much of a villain but that's what I liked about the show. They didn't take themselves too seriously. Almost a spoof of sorts.

Maybe the Whisperer, before he became the Whisperer, had been part of the UPF team that ultimately created Applesauce but he got kicked off for unknown reasons before Whit came on board. The Whisperer blamed Whit and thought Whit took what rightfully should have been his.
Or else I could just be reading too much into it and the Whisperer meant Applesauce was his in that cliched, "it's mine, all mine!" kind of way.

To be quite honest, I don't think there's any backstory with the Whisperer. He was simply a one-time character the writers brought in for Accidental Dilemma. And actually, in the Unofficial Podcast Ep. 48, we aired a 5-minute clip in which Paul McCusker offers a little behind-the-scenes on Album 50. He also mentions the inspiration for the Whisperer. It starts at 16:57.
So, I'm egregiously late in giving my opinion on this topic.
This news wasn't too big of a surprise to me, and since I'm one of those people who appreciates Paul Herlinger and what he's brought to the show, but is still more attached to Hal Smith's Whit, I initially figured that it wouldn't be too hard of an adjustment for me. However, the more I've thought about it, and read others' reactions here, the more I've realized what a loss this is, and how much I will miss him. I'm definitely praying for everyone involved during this time of transition, and for us fans too, that we accept this change graciously and not distance ourselves from the show or assume the worst as a result.
Still I ask, where is the PROOF and cold hard facts that Paul will no longer be the voice of Whit? What evidence do we have other than that vague sentence on Paul McCusker's website, which was taken down?
