Whoa! So, I was listening to "The Champ of the Camp" and thought Goggles voice sounded really familiar. I looked it up on AIOwiki, which says he was played by John Morris. The name sounded familiar, and I followed the IMDB link, which led me to a page of an actor with only two acting credits. BUT, in a stroke of luck, I remembered that John Morris is the name of the guy who played Andy on Toy Story. It's got to be the same guy.
Maybe this is old news, but I've never heard about it before, and I think it's pretty cool.
